On April 22, 1999 at approximately 2145 hours officers from the Elyria Police Department went to the area of 1454 West River Road, North in an attempt to locate and take into custody one LeAnthony C. Allgood.

The officers had received information that he was in the area and was operating a white Mitsubishi automobile. Mr. Allgood was wanted on five bench warrants issued by the Elyria Municipal Court, and further officers wished to speak with him concerning a previous incident during which automatic handguns had been discarded from a motel window here in the City of Elyria.

When officers arrived in the area they observed a white Mitsubishi automobile and approached it, wherein, they were able to identify Mr. Allgood as the driver. Officer Loesch identified himself as a police officer ordering Allgood to stop. Allgood then turned his vehicle towards Loesch attempting to strike the officer. Officer Loesch dove out of the path of the automobile and Allgood attempted to flee the area in the vehicle. The vehicle's path was blocked by a marked police unit and Allgood exited the vehicle while it was still moving and fled from the officers on foot. In the process of fleeing, Allgood discarded two baggies of white powder which was later recovered and was tested positive as cocaine and weighed approximately 16 grams.

As Allgood fled on foot, the officers gave chase and Allgood entered the apartment building located at 1442 West River Road, North. Officer Hudzinski observed Allgood to enter apartment B of that address. When officers checked the door to apartment B it was found to be locked. Officers set up a perimeter around the apartment and made numerous attempts to get Allgood to respond to verbal contact. These attempts were unsuccessful. A short while later, the resident of apartment B, one Michael Evans returned home and advised that he lived there with his girlfriend and their 3 month old son. Evans advised that his girlfriend, Melissa Bolyard was inside the apartment along with their child. Mr. Evans attempted to assist the officers to get some type of verbal response inside the apartment, but again this was unsuccessful. Mr. Evans indicated that the deadbolt lock on the door to the apartment had to be thrown from inside the apartment and, therefore, was certain that someone was inside of the residence.

Officers made numerous additional attempts to make contact with Allgood through the telephone and verbal commands.

The Special Response Team (SRT) was detailed to the scene. The SRT was able to gain entry into the locked apartment with assistance from the management of the apartment complex. Additional verbal requests were made for Allgood to come out and he failed to obey these requests. Officers continued entry into the apartment and Melissa Bolyard then came out of a bedroom carrying her 3 month old son and was taken safely from the residence. Allgood was located in the bedroom where he was taken into custody.

As a result of his actions, Allgood was charged with the following offenses: Aggravated Burglary, Kidnapping 2 cts., Felonious Assault, Possession of Cocaine, Tampering with Evidence, and six Bench Warrants issued through Elyria Municipal Court.
